He doesn't deserve even close to 28,000 a month. Patreon is a donation service and I guarantee he isn't spending even a fraction of it on the game. People are giving their hard earned money to a dude thinking it is going to a project and yet it definitely isn't.

You make it sound like he's trying to scam people or something. I really doubt anyone actually thinks that amount of money is necessary for what he's doing. A lot of people like his game and want to give him money. There isn't really anything wrong with that. Sure, its probably more than he deserves, but life isn't fair. Nothing is stopping anyone from coming along and doing something better.

Huh? It's called "Patreon." Like "patron." It's a website to give money to people as a way to be their patron, like House Medici used to patronize renaissance artists. Nowhere is there any implication that the money has to be used in a certain way.
