First off, resize your artwork to 1000 pixels or less in both directions. Also, I see that you like Gorillaz. Good taste.
Anyway, the first thing that grabs me is that the hands are slightly too small. If you put your hand your own face, you should notice that a fully extended hand covers most of your face. Also the way Noodle's arms are drawn is stiff. Try to draw a stickman skeleton or mannequin with curving gestures as your base instead of straight lines. Also the ear seems pretty low as it usually will sit between the browline and the nose line.

Get a scanner and then scan in your sketches. Then open the scan in sai and ink on top of it on another layer. You might want change the opacity of the scan to see what you're doing. Practice anatomy and try studying proportions of the face. Watch and follow what this guy does, go to /beg/ and see if you've made any improvements. Yeah, I feel you man /ic/ is a very shit place but it is an easy way to get critiques... albeit fairly rarely and in differing quality. I do notice that you have some sense of form (I like the cross contour attempt on the arms) but your proportions are still need a little work. Keep in mind even with different head to body proportions that:
Elbows line up with bellow button when arms are straight down,
Wrist lines up with waist or slightly below it, legs are usually as long as the head and torso combined,
Hands are as big as the face, and the length of the feet should fit snugly within the inside length of the forearm.
If that was confusing I'd suggest checking out New Master's Academy on Youtube or Fantastic Anatomy(who basically steals their information anyway) and use 4chan only for people to critique whether or not you did the techniques in the videos correct or not. Ignore the trolls who say symbol drawing and Loomis and practice hard. Deeds not words!

I'm sorry to say but your understanding of light and shadow seems very weak.
The lightsource is seems to be coming from the top right judging by those animal eyes, but you haven't done anything else to show that. Looking closely at the hair it looks like there are lighter spots on the hair going to the left and darker shading on the right which contradicts your established lightsource. Also you half assed some hatching lines on the dog but you bothered to put in a cast shadow underneath his jaw and what looks to be shading on the inside of the ear and under the lip. If you're gonna do that you have to shade the other parts of your drawing otherwise it'll look like shit.
Stop samefagging. Stop drawing anime. Stop procrastinating. Practice realism with Loomis, Vilppu, and shading more.

Do you see how big your dots are compared to other people who use screentone? Even a cartoony and thick lined style like Scott pilgrim doesn't have it that big. At that size it starts to like a polka dot pattern on the legs and not actually shading, which makes it look flat

Each image is exactly the same size canvas you first submitted all put onto one canvas side by side. The edits are very rough but it show you that you have better options in terms of how you could screen tone this piece. Usually you want to get as close as you can to gray as you can but still retain the aesthetic of screentone of having white in between black dots otherwise you'd just use a solid light gray. Screentones in manga have their own aesthetic and it takes practice to get it right.
