Totally depends on how and how often you study

Just study some fundamentals so you get a hang of drawing and holding a pencil and study some books/vids by comic artists and cartoonists. Also just find drawings that you like then try to emulate them and you'll start picking up all the stuff you like about those drawings and scrap the stuff you don't. Just try to enjoy it and don't rush it or you'll give up in a month's time

Theres no sense of depth and all characters are looking quite stiff.
Animating like Steven universe is a lot harder though.
Even making these characters in interesting poses would require some anatomy and a sense of perspective.

Never watched it but from this image i can say, they use juxtaposition of characters to create depth and since they don't use values to create form (except for some simplistic background shapes), they have to exaggerate the forms thus i guess creating the effect of wobbliness people complain about. It's something that comes with the territory, the simplier you go, the more you'll rely on exaggeration and gimmicks to translate form and depth.

I've seen a couple of episodes and it normally doesn't look anything like that (that is, I didn't see any episode that looked like this as far as I've watched). I don't know if they got more budget with newer seasons or what, but it doesn't really matter. If this is the only example you can provide, and it's not even somewhat consistent, I feel rather sorry for the west, they can't even compare with an anime for little girls by showing their edgier shows.
I guess you'll post some fight from Korra next, which suffers the same exact problem (99% of is shit animation-wise). There are bits and pieces of similar scenes throughout the show and others like Korra. The point I'm trying to make is that while the west is full of a whole lot of crap in terms of animation quality, western animation isn't entirely hopeless. The problem is that western animation isn't as mass produced and doesn't have nearly the same level of funding as eastern animation because the demand for it hasn't been known to be that high, but the interest in quality animation in the west has increased drastically in the last decade, just look at all these animefags.

Like you said, when the Boondocks started out they didn't get shit for funding like they do now, just like Avatar: The Last Airbender didn't get shit for funding compared to The Legend of Korra. Demand is increasing, and the next generation of western animators could certainly prove to rival those in the east.

America still makes shitty cartoons because they're meant for kids. Spongebob, adventure time, gravity falls, steven universe, etc. These all use terrible animation from toonboom.

The ones made for adults are usually broadcast late at night and even these are terrible quality. Look at family guy, american dad, regular show, and whatever else adult swim plays. The only exception is boondocks which did have above-average quality compared to the rest of western animation. In the past decade, western animation has definietly not improved. There have been better quality shows but those are one in a hundred. After they're finished, it goes back to the regular ole shit.

Well, you see, the image shows that the radius numbering is COMPLETELY inaccurate, as all the radii have arbitrary errors.

I gave it a shot for fun, never tried drawing it before.

I reckon it'd take you about six months if you study as a hobby and work on perspective and construction before skipping realistic anatomy entirely and breaking down their figures into basic 3D forms. You'd also need competent linework and basic color theory.

Does this series copy a lot of animation from other shows? I know it mimicked the duels from Utena in one episode but it looked so lackluster compared to the original anime it copied. It's kind of disappointing that series from 20 years ago filled with stills and reused animation still look better than modern western animation.

I think the issue with this show is that its half way between an episodic one (ie. no central plot, like most western cartoons) and a one with a coherent, central story (most anime, etc.). I think most people watching the show want to see the latter, but are often forced to sit through the former to get to the bits they're really looking for. So basically this show is shit because its mostly filler BS but could be a lot better if they cut that stuff out and maybe had better designs (they really butchered Perl).
