They normally do it to photos that they own or are authorized to use because if you get sued you will get fucked in court pretty easily.

Other than the legal ramifications its pretty shitty to jack someone else's work almost 1:1 but stylized, If it was just 1 element in a larger piece it would still be bad but not as egregious.
Some photographers just get a girl and snap pics, others put a massive amount of work into the details to the shot even after that they photoshop them to get exactly what they want.
