It's not like Loomis is a great teacher and his advice is pretty lame, but he's definitely showing you how he does it. It's fine and understandable if it doesn't work for you, but for him, he likes to teach by comparing objects to other objects. This is how he figures out proportion, angles and perspective. He is also very visual, which is why he uses picture examples instead of just explaining it, but the idea is that you're supposed to figure out what he did to get there. It's a super backwards and difficult way to learn sometimes, but it's useful. Or just copy the pictures if you want to get into that headspace. At least that's how I use Loomis.

I can compare the phrase "just draw it" to driving. There are definite guidelines you follow, but you really don't get a feel for it until you do it. Just following guidelines isn't enough, it leaves you wary of challenges. If you're failing 25 times, figure out what you're doing wrong on your own. Nobody is going to hold your hand through this process, and by all means, they shouldn't. Just draw.

How do you know where to place the chin line?

I think you are supposed to chop of the sides of the ball where it hits the hairline and bottom of nose.

learn normal facial proportion before you jump into expressions, you're prioritizing something more advanced before you've learned the basics.

Not the paintover guy, but his version is vastly superior, your version looks really disproportionate.
