Give her eyelids. Its much better already, people are always going to be focusing on the face so you better make sure its damn cute or its all in vain bucko.
Coloring is easy, just lay flat colors first, create a clipping mask. If you cant keep in the lines or want to break it down make a clipping mask for each block of color, then using a round brush with opacity pressure you can shade it. Id shade it in black first so its easier to see the value then when its done colorize it and make it dark red or something.
I'd give her a chin too, but thats on you.
