if you think of the head as a 3d object, it's surface will be made out off flat planes (pic related is from Loomis's Drawing the Head and Hands). depending on how detailed you wanna go, these planes can be thousands or just a few. They dictate where the features of the face go, you can even think of these features as being made up of planes since they're 3d objects themselves. Right now for you, I would suggest trying to find the most basic shapes of the head and to visualise them in 3d space, the loomis head is good for that. Then you can start placing the secondary forms such as the brow ridge, a simplified cube for the nose and half sphere for the mouth region.
