Nigga they're just straight lines with a taper. There's a ruler in CSP for radial lines like that, or you can just use the preset-speed line tool in CSP tool. If you're not using CSP you're still just setting up a radial ruler, it's not complicated.

As for conveying motion, I find the difference between excellent motion and meh motion is really more in the pose than the effects. The best work to study here is Baki, but you can see it in most examples.

An exaggerated wind-up followed by exaggerated post-action poses, both the swing-through of the punch and the impact on the other character. The effects are just leading you eye to the focus of the page, which is the posing.
For an example that I think doesn't work is >>4962184 >>4962186. I love Toriko, but I don't think it does a very good job of conveying motion usually, and this is one of the big examples. It looks like the fist just teleported into his body rather than punching. He's just standing there, there's no motion at all and I would say the culprit is his pose. If I were to fix it, I would probably have him doubled over the arm like a soldier stuck on a spear or sword.
