That's pretty easy to explain, it is completely within the means of people to repeatably do the same thing over and over with no thoughts whatsoever on improvement. The ways these things can happen include:
>believing that this is the best they can do and never challenging this belief meaningfully
>comfortable at this skill level
>ignorant to techniques/skillsets
>lack of incentive to improve
>trauma/external troubles that undermine the focus needed to improve in something
>learned helplessness (severely common, most noticeable in people who don't know how to ask questions)
