That really makes me think about his design. Never thought about that about his eyes, especially considering his main inspiration, Pajama Sam. It kind of throws me off now that I think about it, cus Sam never had an actual hairline, let alone forehead. As for his concept, now that I think of it, yeah it's kinda bleh and generic. Especially since I never went on about his personality, cus then I'd be getting ahead of myself by not focusing on the design aspect (somewhat ironic considering his bland design lol)
