Nah, but tl;dr incoming:

unfortunately that's one of those questions with those gay ass answers like "it's the user's preference!"

I can only tell you from my experience what's annoying about the two compared to eachother.
Take it with a grain of salt, I just draw for fun, strictly a hobby and I do dumb shit like use only round hard setting and only use 1 layer like a retard etc. and I primarily just doodle comic-y stuff and rarely color/switch to a non-pen tool.

I've only been using the Wacom Cintiq for a few hours, I only use CSP which I bought for windows and iOS/iPadOS and has quick cloud transfers between devices. (I simply resize images in PS.) That's the extent of my program usage. Retarded but it works, my life's motto.

First thing I noticed was Cintiq pen stroke lags a bit more than ipad pen strokes. Nothing huge, but noticeable when you see how long it takes the line to catch the tip of the pen on fast long strokes. I never user stabilization cause that's gay so I don't know if that would fix it, but I'll never know. I draw fast anyway so it's a non-issue for me, but may annoy a real actual artist. It feels a shitload better to draw on a Wacom though, ipad pro has an annoying glassy screen that you will get used to, but still.

The cintiq has wires and the iPad doesn't.

That's my personal bottom line, which may not seem like a big deal but it's a lot less annoying and infinitely more convenient to have an all-in-one tablet you can take anywhere and draw with.
For example I think only the pro 16 cintiq and above can have the expansion to make it a portable windows tab and thus make it a gigantic ipad thing, but you're lookin at $2,000+ or some wild shit for that sort of thing.

get iPad Pro for portable priority, cintiq for bigger screen priority, ANY if you can find a deal like me, both if you really like to draw shit.
