>How did this happen?
Two different approaches to art

>Why is one community so different to the other despite both having tons of people and involve art?
Mindset. Speaking in broad here, /ic/ tends to have this over-inflated sense of importance, thinking itself and its users as the only place and people to get/give "raw, unfiltered, truthful critique". The problem with this line of thinking is the false dichotomy of thinking that the only way to be an art community is to be acerbic and overly hostile, and if you aren't, then you're a hugbox that only gives out asspats, ngmi, etc etc...Other forums, while not being as "honest" as /ic/ can and are more receptive of others and generally more helpful and encouraging, which leads to artists learning to enjoy their work, however good or bad it is, and learning to enjoy the artistic process, and experimenting and improving. Other forums are suffer from having more breadth; 4chan only has /ic/, tumblr has subsections of people serious about art, and dilettantes who like looking like artists, and then those that just like to draw and paint because they enjoy it

tl;dr /ic/ sucks the fun and joy out of making art, thus resulting in people finding it difficult to do so. Other sites encourage making art, and that spurs some on to making as much as they can, as well as they can, and learning to make better art.
