I don't know the answer to OP's question, did a little digging but couldn't find anything. A lot of those symbols/patterns/motifs are anywhere from 3 to 8 hundred years old or more. I have a souvenir from Kyoto that has the same clouds and you see them on old Ukiyo-e wood block prints. I think they're nice looking, wish I knew more. While I was looking around I did happen to find this
