Okay I updated the evernote on the challenge page, tl;dr:
it's recommended to make your submissions
11x 14 or A3 with a 0.125in bleed or 5mm bleed

11" x 14": 3300 x 4200 pixels
with 0.125in bleed: 3375 x 4275 pixels (+ 75 pixels)
0.125in = ~3mm
You can choose to add 78 pixels instead to be even

A3, 297mm x 420mm: 3508 x 4961 pixels
with 5mm bleed: 3626 x 5079 pixels (+ 118 pixels)
5mm = 0.19685 inches at 300 dpi = 59.055 pixels per side
