That was my issue after Loomis, it depends on the style you're going for. When it comes to moe (pic related), most people don't carefully construct heads, they simply draw a ball and divide it twice and the rest is muscle memory. It's really just a ball, completely flattened from the front. Although, one anon once "Loomised" a chibi breaking some rules and it looked very good. I believe the proof is that with pic related, you never see those faces in other angles than from the front or 3/4, it really is because they base on muscle memory. I've seen something some time ago which might help you btw.
