The reason that there is no proper rule, is that head or facial proportions don't really change on height, but they do in width. So most differences we have is in the width and horizontal spacing in our face structurally.

How to get it right early on is really about the first 2 minutes of face drawing. Establish the height of your face (rule of thirds) and the center line. When laying the lines for hairline, brow ridge, root of the nose and jawline, keep in mind the angle of the face.

I can't stress enough that after drawing the rule of thirds lines, the curvy center line (from top to bottom) and drawing the width of the eyes you should step back. I know it's difficult to pause without anyone there to call you out, but it's really important to let go of the pencil, put the drawing to arms length and compare the widths and heights, do they seem right to the reference.
