I finally figured out why I couldn't draw this fucking head tilt. The brain tries to correct the tilt because I wasn't drawing anything else.
Once you draw the shoulder line / neck FIRST, then drawing the head tilt is easy as fuck with perfect accuracy.

Lesson: draw something that will ground the brain first before drawing rotations and shit. Draw the ENTIRE picture not just "a head".
