Deviant art has a lot of low structure high appeal drawings so go there. From what I can tell, it's largely just learning specific things that look good (memes). Things like adding a thick black outline surrounding the art, and / or a white outline surrounding the art (I do both). Having the hair cover over the eyes. Making a (usually) purple shadow for the hair so it gets a nice second color for effect. Oh and glowing effects, absolutely. Make the skin glow with some light airbrush over all layers, not just the color but the lineart too. Putting white in the center of the eye.

That and just doing stuff that you think looks good. It's usually not some big massive construction, but something simple and charming. So find some things that are charming!
