the witch hat clothing isn't too complicated, its a poncho that's cut at the arms, you can picture it as a apron + a cloak combined -> then a gown underneath. Shirahama's skill at drapery makes it look more intimidating than it really is
I like your drawing, something feels a bit off about the chin/neck area but its a really cute tan cirno otherwise.
