Apple TDP ratings are to AMD's, what AMD's are to Intcel's.
If Apple were to follow the AMD model and give an optimistic rating for the CPU part alone, it would be 4-5Watts.
If Apple were to follow Intcel's model (no AVX, no boosting, etc etc.) and give an utterly unrealistic TDP rating with most of the processor not under full load, they'd probably give something like 1-2Watts.

This is 20watt peak for the CPU+GPU+SSD+RAM+chipset, versus a 55Watt peak for the CPU alone chip.
And it loses slightly in integer, wins slightly (but with bigger margin) in floating.
Meanwhile it absolutely slaps the 4800U, which is a 35Watt peak chip for the CPU alone.
All that with 4real cores mind you and 4 gimped ones, plus no hyperthreading, while both AMD chips are full blown 8-cores with good hyperthreading.

That shit is a generation ahead or two, plain and simple.
Part of it is the fab process, and part of it is Apple has been silently working on chips and throwing billions on building a world class chip design team over the last decade.

You might as well complain about GPGPU because they've somehow managed to accelerate some of the most common workloads in enterprise without needing explicit support in software.
