If a single chiplet is 8C/16T, then the only reason for a 12C part to exist, at all, is because they're binning their early 2 chiplet packages which, will undoubtedly have worse yields due to their complexity. There probably will be a mid generation refresh, or at least a couple new SKUs with improved clocks. That always happens with every node.
Still for non final silicon this is great. We have a fully 8c/16t chip with 3.7ghz base clock at just 75w~ load. Final clocks could be slightly higher with voltage dropped just enough to bring it down to 65w. This is particularly big because Zen2 now as an FPU twice as wide as Zen1/Zen+. Potential FPU uplift is huge, and its still a modest TDP part, and above all this is directly going head to head with intel's 200w AIO boiling i9 9900k.

FYI 5nm EUV isn't much of a departure from 7nm EUV in anything but area scaling. In terms of power and performance is 15% to 20% improvement.
Zen3 and Zen4 won't be huge leaps in power reduction unless AMD's arch changes dramatically reduce power per op.
