You can download something like gnome-MPV but it doesn't have all the options, best way is to just google what you want and change the config file.

Probably a version out there somewhere that does indeed have all the options in a menu though

You can bring up the stats with shift+i, and change pages with buttons 1 and 2. The second page will show you the timings for all the operations, like scaling. gpu-hq uses spline36 for upscaling, so look for that. If you're watching files with great quality, the effects will be difficult to notice.
