I have an i5 4590 and was wondering how i should upgrade my cpu for gaming. Should i go to an i7 4790k, go ryzen 2700x and deal with expensive ddr4 ram, or wait till ryzen 3700 to come out?

I have an i7 4790k now which is a huge upgrade from my last CPU. I was gonna do a "light" and I think 4.6 GHz fits that definition, but I'm finding the temps in tests going above 80c with an H7 cooler. Isn't that a bit high? I know it's not the best cooler but why did I buy an aftermarket tower cooler at all if any overclock is gonna run it that hot? Put a dot of thermal paste on it and have it installed pretty tight, 3 intake fans and 3 exhaust fans in my case with proper wire management. Don't think it's any of those. Am I just expecting too much out of air cooling?

On budget GPUs, how much does the cooler matter? What are the pros and cons of two fans vs one? I'm assuming that two fans will run cooler but louder. As long as it's not deafening I don't really care about noise, but maybe for a budget card there is not going to be much of a difference in performance anyway.
