In Office they worked because there's just so much shit in those programs and it really helps with discoverability. That was never really an issue for Explorer. Protip, there are already Windows 8 and Windows 7 themes out there, most of them are for gtk (gnome etc) or kde, but they exist. Great way to tell someone's talking out their ass, they call Linux (it's a kernel lol) ugly and have never heard of kde.

Only "minimal" distros are stuck looking ugly. Xfce and lxde will both never not look like Windows xp, and imo that's a good thing. An operating system needs precious more than Windows xp. It was Microsoft's crowning achievement and I honour it by using the xfce theme that looks the most like my xp at 13, only 3 years later I would use ubuntu and largely abandon Windows altogether.
