To answer the question we most first talk about fashion. Broadly speaking, it can have two functions:

1) Signal you belong to a certain group. This is why punk or prep exist. Following the ever changing trends of fashion is also a manifestation of this. You signal that you are young and willing to go with the times.

2) Enhance natural beauty. What exactly that is is up for debate and sometimes fashion type (1) deliberately goes against it, but certain fundamentals can be agreed upon. Some things can be explained easily, like women want to appear young and healthy so that men find them suitable mates or that men want to have broad shoulders, etc. Other things like which colours look nice together aren't easily explained, but some of them seem to prevail over the changing whims of type (1) fashion.

If women want to have hairy legs in order to signal some kind of group membership, like feminist types, it is up to you to accept that or not. If you reject it and call it ugly, it shows that you reject the group more than the style.

But when it comes to natural beauty that is enhanced by a little bit of refinement, neither fully shaved bodies or completely natural hair are inherently effay. Just like some men have a naturally patchy beard that can be improved by trimming it into a certain style, some women have nicer bodyhair than others.

So we can't offer a blanket statement, unless you want to define "effay" as the group fashion of this forum and define hairy or shaved legs as an important feature of this style.

Women should deliberate if it suits their body and their style and then shave, trim, wax or grow accordingly.
