You should be looking at things in a microscopic sense. Music/Fashion culture aren't isolated incidents of artistic creation, as much as history likes you to believe. Culture constantly builds upon the past, shaping the future.

You mention that it seems like the naughts never went away just because when you look around you see no amalgamation of cultures.

I'd implore you to research the late 80s and early 90s and see how similar contemporary fashion was. Look at how late 90s and early 2000s fashion was. Look at how similar late 2000s and early 2010s fashion when compared to each other.

I don't know how old you are but there actually was an 80s revival in the 2000s that resulted in a lot of cultural importance. The entire "hipster" movement is a product of that revival. And even now, you can go onto tumblr and see 15 year old girls obsessing over some 90s aesthetic, claiming their identity as a "real 90s kid" because they've listened to Nevermind and know what Clarissa Explains It All is.
