I have ~$400 for a quality suit I'll be using for years to come. I need suggestions.
There's a Brooks Brothers near here, a J. Crew (I've already tried a suit, feels cheap, don't like it), and a Men's Warehouse, there may be a Jos. A. Bank somewhere here too.
I've purchased a blazer previously, but now I need a plain black suit I can use for anything.
Any suggestions?
I need this by tomorrow.

You just have to make piece with the fact that $400 is not a lot for a quality tailored garment. If longevity is the most serious concern, then you absolutely have to square with the fact that your budget is inadequate. Even introductory, solidly built suits from a company like Theory or Gant is going to run you at least $800, $900. Having a single day to shop for a garment that almost always have to be tailored off the rack to achieve an expensive looking fit is just unreasonable.

Your best bet is to just buy a suit now that fits as well as it possibly can off the rack, get as much use out of it as possible, and start saving and thinking seriously about what your next suit will be.

$800 is really the minimum for an entry-level suit, and even then you're shooting really low. Buy a shitty suit and accept that you need to save up 1-2k for a good one.

also, just throwing this out there, unless you've been explicitly asked to use a black suit or it's the kind of event where it's expected(something that doesn't happen often short of a funeral) you can just go to a store, buy a decent fitting $300 suit, and get it tailored with the remaining $100-200.

A basic navy suit or brown suit or whatever will go much farther with your very low budget. You can save up 3 or 4 times what you have now to get a decent suit later.

I don't think having the black shoes at the top necessarily means it's the best for the suit, rather the author didn't want to swap the order of shoes around for aesthetic purposes. I disagree with black shoes being a "best pick" for navy suits though.
