Button down shirts, as long as they aren't too flashy or classy, are only a little bit less casual than t-shirts. It usually depends more on what you usually wear. I wear button down shirts basically every day, so they have become casual to me and I wear whatever shoes I want. On the other hand, I have a friend who only wears button down shirts to shit like weddings or funerals, so then they would be considered formal.

Pretty much. I mean there are shirts that are strictly formal (tux shirts) and others that are strictly casual (flannels), but if you're wearing just normal button up shirts like pic related, then they're pretty much what you make of them, yeah.
