mono-b devotion is a good deck but it's expensive. thoughtseize isn't a cheap card, but you can get underworld connections, nightveils and pack rats, gray merchant, doom blades heroes downfalls etc cheap

the only time i have seen U/W lose is becuase of time limits in FNM
