I think so, because people who tend to dress in prep are top college kids that are just getting into fashion and not only do they pull it off like shit, but have a condescending sense of worth as well.

I only would in colder weather. When it is cold, that style looks cozy as fuck and no one will really care too hard. (wearing a sweater with jeans is a little harder imo and if you are gonna wear a sweater with chinos you might as well finish the whole damn outfit)
I mean, if you have that whole look going on (nice facial structure, in shape, hair that's been slightly messed up with some fiber) you'll look great.

in my experience most people that have this style are extremely gregarious. so if you try this and just sit awkwardly in the corner, it will just compound anything negative.

"smart casual" doesn't really mean anything as far as I can tell. It seems to just be about wearing something beyond a t-shirt and jeans. But sometimes jeans are still smart casual.

It's a dumb term.
