I just read a lot of books about everything. If something interests me at all, I find books on it and read them.
I also push myself to do things I don't want to that I know are good for me and I take risks, which means I fail a lot. Failing makes you better at things if you get your ego out of the picture and try to learn from it.
I think that people who have great personality (not saying I'm one) are usually passionate about one or more things. Passion and experience are what's important. You can gain XP by trying and failing. You gain passion when you start to succeed, I think. Find something to love. Bite off more than you can chew.

You've got to aim for something you probably can't reach and just keep failing at it until you get there. I swear to God, that's how everyone successful I've ever known has done anything that wasn't handed to them.
If your goal is to be interesting, then you want to be better at speaking, showing emotion, responding. You don't need to do anything but read books. Interesting books, stuff you want to read and cannot put down. Keep trying new things, pick up interesting looking books when you see them and learn about something you don't know. Give everything a chance.
Speaking? Writing? Conversing? I promise that if you keep that mindset you just mentioned, you'll learn all these things and more just through osmosis.
I'm not telling you to be a book worm and never go out, I'm just telling you to enrich the database that determines every choice you make - vocabulary, narrative structure, dialogue structure, how opposing parties view the same subject, etc. These are all really fundamental things that I think a lot of my peers even missed when they were gaming or watching TV.

TLDR - be a wannabe until you are what you wanted to be. It's really simple if you make it simple.
