Should socks match your shirt, your pants, or your shoes? For example, if I wear a blue button down tee, tan chinos, and tan suede shoes; can I wear blue socks?

you can match to pants if you want it to be seamless, match to shirt if you want it to stand out but still not be really obvious, or use a completely different color to complement the outfit/use socks as the "statement piece" so to speak

it's all subjective. Pants is the best way to go if you aren't confident in your pallette.

Match to pants for a seamless look and to make legs look longer.
Matching to shoes is acceptable.
Match to shirt to make the socks be the "statement piece".

If you need a belt to hold up your pants, that means they don't fit. Belt should match shoes, typically. If your shoes aren't black or brown you can ignore this rule. (relatively)

As far as socks matching your pants, that doesn't mean they have to be the same color. They can still "match"
