It makes people uncomfortable because most of us are worried about aging and a lot of us are either fated to lose our hair, presently losing hair or have lost it.
There's some absurd notion floating around in some folks brains that you're supposed to give up dressing well when your hairline kicks the bucket. And yet a load of those people are seeing it happen to them. Therein lies potential for amusing content.
I've always felt like bald-chan is reminding the not-yet bald what awaits them. But he's doing it in a tongue-in-cheek way that says "It's not actually a big deal but but since I know you're obsessing, I'm gonna use it to tease you."

Kind of like chasing around a squeamish younger sibling with a dead bug on the end of a stick.
