I cuffed my jeans in in elementary school because I never wanted to try on clothes in store because i would go to the toy section , they would always be a little long so my mom would cuff them so we didn't have to buy new jeans every month.

it isn't a trend as much as it is practical , that being said i've been cuffing my pants for the last 3 years since it looks better as well as makes your pants last longer.
