I've thought about it and I think the answer might be along the lines of the following.
One main manufacturer is making and distributing all these shitty clothes to countless other middlemen, people who've found a way to market the stuff overseas with help from the internet.
The main manufacturer does all of its design, production and distribution with in-house work. At the end of the design process, every garment is photographed. These photographs are included in whatever catalog the main manufacturer is presenting to its middlemen. It is these photographs that fool the anime-addled gweilo, and even though they may appear on a multitude of sites, they all originate from one majestic source.
The deceptive photography is done in-house at the source, and every new garment is pinned onto a shiny black form by a crack team of thirsty young designers armed with binder clips.
Somewhere in Asia is this company's massive headquarters, and they've got an auditorium's worth of shiny black mannequins just waiting in the darkness down there while ten floors up, a small army of would be designers pores through photos from last year's fashion week and this month's Gamepro, glancing nervously at giant bolts of light grey polyester as they do so.

TL;DR - all the images probably came from a single manufacturer's catalog. They appear on many sites because these people are essentiall resellers.
