To me, buttoning top button has a lot to do with neck length.

For me, a person who has a giraffe neck, buttoning the top button is easy to do and will make my neck look shorter and more normal.
For people with short necks, buttoning top button swallows up what little neck they do have and makes it look odd.

Also, experiment on a shirt to shirt basis.
