I get dark circles no matter how much rest I get. It never bothered me before until people started asking why I was so tired looking.
Teabags on eyes/caffeine eye roller works great. leave the cold teabags on your eyes for 15-30 minutes per day. And the hydration part too

It's worked for me anyway... I only use it because I don't have the time to use the teabags every morning. If you have the time, use the teabags instead same thing cheaper and drink tea with breakfast while waiting for teabags to cool
