Women have a lot more anatomically differences as well as fat distribution being dictated by personal hormone levels. Shoulder width and slope, breast size as well as breast root placement (like pec insertion), ribcage width, waist width as well as placement, hip width, pelvis tilts, thigh length and even calf insertions can make boots unwearable for some women. Men generally have the same body composition, even their fat distribution is all the same unless they have hormonal or medical problems. Women's fashion is also very diverse, and different stores will have different garment measurements. Even if you measure yourself accurately you could walk into a different store and it would be different again. Shopping with breasts that are larger than average is quite difficult as they don't make shirts/dresses with larger breasts in mind.
