Blade runner is heavily inspired by 1920, you can say it's a decadent futuristic take on 1920s style, there are lot of art deco inspired props and graphic patterns, it's peaking in the Snake Pit scenes. Woman's hairstyles tend to be short, various crops and bobs. Heavy makeup was introduced in 1920's there was a lot of experimentation before it's settled as a makeup we're used to see. Rachel look like a Chanel's 20s model. Deckard and Roy's coats patterns might look weird but if you check up 1920's patterns you'll get where it came from. Of course there are lot of other stuff to add into pot, like punk and that oriental vibe, the genius of blade runner is somehow it all works together, everything feels authentic and eclectic.

Neo-noir is not a futuristic aesthetic.

it's just the style of noir films made in the latter third of the XXth century. Colder, more stylized, more violent than noir films from the 30s, 40s and 50s.

A few of those films happen to be scifi but the overwhelming majority of them take place in present day and many go out of their way to be somewhat retro.

Also it's Noir, not Noire. Masculine adjective.

Cyberpunk related clothing - at least for me - falls somewhere in the middle between "What 'looks' cyberpunk" and "What would someone in a fictional cyberpunk universe wear". I think pic related is a good example of that, it has the look of something repurposed from the street, something that a Case or Chevette Washington would wear but it also looks like what I imagine 80s Cyberpunk authors imagined the fashion of the future to look like.

Not in decades has anyone successfully pulled off a duster, fingerless gloves, bandoliers, multiple belts or half the shit you midwits associate with this aesthetic.

The future is not a dark, grungy, smoke filled derelict enviornment, dimly lit by neon lights. It's a clean, white, numb, ios inspired brutalist hellhole. It's lit by blinding LEDs and replacing brick and mortar with transparent plexiglass and white plastics.

I mean The Matrix is pretty much exactly cyberpunk. Like you pointed out, the fits are punky/gothy and the setting is a futuristic literal cyber world. I don't think there's one definition for the style. Obviously Gibson's cyberpunk is very different from Dick's is different from Proyas's. The key elements are technological advancement and some sort of rebellion against the status quo.

Do you see a digital or futuristic setting with themes of rebellion and just assume the fashion follows suit? Because that's not the case with Matrix and Blade Runner. The former is obsessed with gothwear and the latter is clearly taking cues from noir in several aspects - script, lighting, architecture, clothing, etc. If you see a trench coat with a popped collar, it's because they're channeling Humphrey Bogart before anything else.
