If you're in a city, it should be fine. Just don't go overboard, obviously don't LARP and just use cyberpunk as inspiration rather than copying their outfits. OP's pic isn't really all that cyberpunk out of context, Ridley Scott built a whole retrofuturistic world and the only thing that's a little bit futuristic or punk about Ford's outfit is his trench coat. Most of the other characters are more cyberpunk than Ford. Gaff is maybe a better example.

If you're comfortable with the idea of a more CyberPUNK look, go for what I do, studded leather gloves, spiked boots, invest in some largeish chains to hang from your belt, leather jacket and if you're into a more cybergoth feel, a bitching mask could help, I went for pic related.
If you're more into CYBERpunk, that's a little more subtle, but sleek and minimalism are your friends, don't go for brands just as a rule and almost dress like you're trying to blend in, because ironically, if you blend in *too* well, you stand out.

Cyberpunk fashion is an art. Many fashion designers are trying to get into this niche, but fail miserably. You can be poor and still have quality clothes. Thrift stores can be a goldmine. Quality fabric is most important.

I generally wear CE, TTT, (some) palace or other brands that draw from similar backgrounds as cyberpunk or sci-fi aesthetics but never go overboard with it. Go for shoulder bags, sleek clothing, and scifi shoes (you can get away with shoes more than anything else if properly styled). Dick's book is the source material but is wildly different from the film. You don't even see the artificial animals that provide so much of the book's framework.
