What do you call those pants that sort of taper towards the bottom? Like they have in the military - particularly you see this wit nazi uniforms where they would tuck the pant legs into the boots. I love the look of that military style, is there a way to incorporate this into an every day style??

It is really easy to sew pants like this I have done it with tons. Get a cargo pant that is 2 sizes big and then just sew the inseam to the fit you want.

The reason the look alike on the bottom is because they tuck their pants into their socks/boots

Those are just regular pants in a relaxed fit and relatively thick fabric (maybe polyester?) tucked in the boots.

Am currently in the military, some people's uniforms look like this. A lot of sergeants hate it, but you basically get this look by taking baggy cargo pants (our uniforms) and getting them tailored to fit better near the bottom. Then you either tuck them into your boots or blouse them with a strap or elastic. Some argue it's against regs because it changes the appearance but most people skate by.
