Thing about the eyebags is they tend to be a result of shit cheekbones. With shit cheekbones your skin hangs on your face so the thin under eye skin shows what is underneath as bags.
Check out the cheekbones on people with permabags: they'll almost always have shit ones.
And good cheekbones are almost a requirement of being decent-looking and basically mandatory for being beautiful.
