My rule of thumb is that pants should reach the belly button. No matter if the person is a manlet or a lanklet the belly button is the golden ratio. From then you can experiment however you want, pleats/no pleats, the size of the waistband etc. Look at the size of that waistband at the lad and compare it to the lenght of his tie. It means that the shoulders of your jacket have either one or a combination of the following elements:

I think it's an okay fit, the thing about it is that the coat and cable knit are very 30s workwear; I'd expect a guy wearing this in the background of a movie to be wearing a ribbed beanie and chewing plug tobacco while loading a sail barge on a canal or something. I agree with Anon that the sweater doesn't work; there's a rule not to mix blue and green which I think is generally overstated by MUH GENTLEMAN STYLE types who learn shit by rote, but it exists for cases like this. Navy and a darker green don't work well. I would've gone full workwear with a (possibly thicker) white cableknit, especially to go with a button-down and no tie.

Alternatively you could swap out the coat for a classic tweed sportcoat if you wanted to look smarter. The green color would still give a bit of maching trouble but it should go fine with an unstructured grey herringbone ivy coat, for example, or a light blue English-cut. If you go this route, wear a tie as well. Skip the pocket swuare, though, that comes off as a little bit precious with a rough textured fit based on cord and tweed IMO.
