His role in the show is to let people know that dressing flamboyantly isn't bad. His exaggerated outfits let the straight people know that, to some extent, dressing extremely flashy, or making bold fashion statements, is reasonable. In the first episode, he wants the trogdolyte motorman to wear a jeff cap, so Tan offers him two options - first, the cap, then, a ridiculous straw hat. Tan is fully aware that the straw hat will make the jeff cap more appealing. Tan does this with his own outfits, they're meant to get people into outfits between their comfort zone and being very bold. The Fab 5 are all dressed very deliberately.
