You want stuff that protects you from cold - you need clothes that trap air. So wool sweaters, down jackets, layers of clothes.
A merino base-layer is amazing stuff, and helps if you don't want to look bulky with large puffy jackets. And natural wool has some anti-bacterial properties, so you can wear it for a week straight without it becoming really smelly, unlike synthetics. Can't recommend enough.

I actually just happened to pick up some insanely warm and nice tights (69% (lolnice) Nylon a31% Lycra) that were discounted down twice to $60 from $126. I've also been investing in warmer work clothes but the under layers have always been my weak point.

UNIQLO heat-tech is good IF you're actively moving around and generating heat, which isn't always the case unfortunately.
