Shouldn't be hard. Go to your local civil court (or go to their website), find their instruction sheet and form for a small claims case. Almost all jurisdictions have forms now, mostly to prevent weirdos from rambling.

Thanks! Some obligatory tips that I give everyone about small claims court:

1) Be very specific and firm about what you will do if she doesn't perform her end of the deal. In situations like this, it sometimes helps to be clear: you have a small claims court action ready for filing, and if she doesn't send the jacket (and provide proof the jacket was sent) within ____ days, you will immediately file for damages.
2) Don't ever ever ever lose your temper, in writing or otherwise. Be cool, collected, and chill. It'll make you look better in Court. Best thing that could ever happen would be for her to explode in anger.
3) Collect every single bit of evidence you have and print it out. All messages, evidences of payment, etc. The Court will ~love~ you for it.
4) You aren't too young for this, so don't stress about that aspect of it. Courts can seem intimidating, but in situations like this, they are basically one big battle ax you hold squarely in your hand.

Get a pair of slim black jeans. Slim, not skinny. Levis is a good medium price brand, otherwise my go to japanese denim is Naked and Famous. You would want their weird guy cut. It's just called that.

Probably the most basic type of pants I could recommend would be rigid Levis 501s or rigid Wrangler 936s. The quality's decent, the fits are timeless and they age nicely. Black is preferable, especially if the charcoal is darker. Allen Edmonds cap-toe of any kind if at all possible, alternatively something cheaper like Cole Haan or Johnson & Murphy. Worst case scenario, run to a local mall, find something with a round toe that doesn't have a moc toe or something godawful like that, make sure it isn't painful to wear, and buy it.
