I disagree.
There could be two ways of going about this.
1. Go for a smaller tattoo and get it on your arms really get it detailed though the wings, proportions, especially the stardust. Atleast for me if something is on arms it instantly becomes a more important or thoughtful tattoo.
2. Either you or the artist takes their own personal artistic variation of the album cover. Distort it add background anything because the first guy is right if you were to make it big it would look poorly done because the original art obviously isn't spectacular. Maybe listen to the album doing nothing else and think about the tattoo. Write down ideas you have whole listening to the album maybe it sounds cheesy but if I were to do that and gather inspiration from a personal moment in the album the tattoo would just mean that much more to me.
