I think I have those. They don't feel like chinos at all, at least, not the kind of chinos with rougher fabric that come to mind. The ones that kind of feel like military fatigues, but thinner. They feel smoother, like dress pants, I guess, or even leggings. Anyway, in terms of fit, they should be ideal for people on the thinner side of average. I'm a little bit of a thicker guy, so I don't have as much room for comfort as I'd like, especially through the thigh, but they're definitely not leggings at all. That is, assuming we're talking about the same product.
