its a longer-term strategy. if you limit your supply and hype attention you cultivate your brand. now that i think of it, this is not only a manipulation of consumers, but retailers as well.

think of it from their perspective for a minute. designer has a resume/CV of designs selling out instantly. as a retailer you believe you can make a lot of money by stocking more of their designs. then at some point you are more willing to buy their clothes than some random designer who has no track record or something lukewarm.

gyakusou comes to mind as an example. in the first few seasons it would sell out very quick. lately their stock has been sitting until sale season, sometimes 50% off

I was a fat teenager who dressed exclusively in jeans + band tees. It was just through reading Kanye lyrics that I would come across designer brand names and look them up. Not that I wear anything Ye mentions in his songs (well, I do have a couple Alexander Wang pieces.) And I've never liked streetwear.
