the ones on the lapels typically don't count. actually, I have never seen a jacket that had two buttons up there like that, usually it is just one at the top. I think it is a bit of a holdover from a more functional past. like, a lot of jackets will have just the button hole at the top of the lapel, and no button on the other side to match it. now, it may be that your coat is actually designed as more of an outerwear piece or something, in which case doing the bottom button is fine. the fact that you are wearing it pretty casually gives you more stylistic room, I think
